Responsible for planning and implementing the crew’s daily work schedule. Determines what equipment, materials and labor are needed in order to complete daily work. Communicates and coordinates with law enforcement when traffic control operations are needed to ensure a safe work zone. Supervises and ensures a safe work zone for maintenance crew, as in flagging operations, wearing safety equipment, vehicle safety or when working with hazardous material and waste. Plans, coordinates and supervises skilled and semi-skilled maintenance workers in the maintenance and repair of roads and paved driveways to include potholes and full-depth patching. Responsible for completing daily, weekly and monthly reports and submitting reports by due date. Inputs work accomplishments and employee work hours in HMMS. Maintains daily records of work performed and materials used. Submits vehicle inspection reports on a daily basis. Investigates, reviews, evaluates and resolves complaints from citizens as well as requests from supervisor, regarding maintenance activities. When needed, will contact citizens by phone. Must assess all work requests within 14 days. Functioning as a working supervisor, will operate heavy equipment in absence of regular operators. Trains and instructs personnel in the operation and maintenance of heavy equipment and proper construction practices in maintaining roads and bridges. Outside normal working hours (to include nights and weekends) supervises and coordinates a crew during emergencies due to inclement weather events (snow and ice, hurricane), vehicular accidents, spills and other emergencies. When crew is in an "on-call" status, is available 24 hours a day. Performs other job related duties as assigned by supervisor, ARME and/or RME. Consistently meets the goals and objectives of the County Business Plan and other goals that may be established by District. Recommends personnel actions including promotions, transfers and disciplinary measures. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives. Promotes teamwork within the organization. Rates employees yearly according to Employee Performance Management System. Coordinates manpower, materials and equipment with other foremen in order so support proposed schedule and to make sure tasks are completed in a timely manner.
Minimum and Additional Requirements
A high school diploma and three (3) years of related work experience; or an approved acceptable equivalence in accordance with State Human Resources Regulations. Necessary Special Requirement: Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
