City of Charleston Traffic Operations Manager in Charleston, South Carolina

Job Description Oversees the Traffic Operations Division for the department providing management, supervision and administration for assigned staff, including employee evaluations, personnel issues, preparation and enforcement policies.Develops policies and procedures designed to increase the efficiency and effectiveness of the Traffic Operations Division and Department of Traffic and Transportation.Conducts field studies to determine traffic volume, speed, effectiveness of traffic controls devices and other factors influencing traffic conditions by performing the following duties. Other duties may be assigned.Supervises the approximately 13 staff of the Traffic Operations Division, including an Assistant Traffic Operations Manager, Sign Design Specialists, Signs and Markings Division Technicians, and Traffic Safety Inspectors. Assists with the development, review, and administration of the budget for the Traffic Operations Division. Serves as a member of the City’s Technical Review Committee to review road construction plans and traffic impact studies submitted by developers and work closely with engineering firms to ensure that all proposals are maintained to City, State, and Federal standards. Serves as a liaison to municipalities, counties, and state government concerning transportation projects within the City. Oversees the Signs and Markings Division’s annual maintenance plan and the City’s Traffic Calming Program. Oversees work order process and work order implementation for the Traffic Operations Division. Manages traffic operations related projects and serves on boards and committees as required. Analyzes traffic volume and interviews motorists at assigned locations where congestion exists or where a disproportionate number of accidents have occurred. Conducts traffic safety reviews, studies and inspections, providing analysis for intersections and corridors throughout the City. Serves as parking ticket adjudication officer. Assists the department with mapping and presentations.Oversees right-of-way inspections and permitting to ensure compliance. Assists the department with making recommendations on computer systems to include CAD, Geographic Information Systems (GIS), work processing and general office software. Attends meetings, conferences, workshops and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices and new developments in assigned work areas. Performs other duties as required. Requires: Bachelor’s Degree (BA/BS) in Civil Engineering, Traffic Engineering or related field; and two years of related experience and/or training; or an equivalent combination of education and experience. Experience withCAD and GIS software preferred. Valid state issued driver’s license. Engineer-In-Training (EIT) or Professional Engineer (PE) license preferred.
