POSITION SUMMARY:

Position supports the AFCENT A6 at Shaw AFB, SC. Requires an intermediate level of experience in planning and scheduling various project workload. Must have experience in gathering and analyzing information to prepare status reports. Must have experience in ensuring that assignment and scheduling of work follows company policy. Must have experience in evaluating current procedures and recommends changes to improve the efficiency of planning and scheduling of projects.

Responsibilities

MAJOR JOB ACTIVITIES:

The contractor shall manage, supervise, and perform theater communication systems planning and implementation activities. Tasks include:

  • Provide continuity for deployed USAF personnel on all projects and act as the focal point for all communication systems planning;

  • Direct and lead planning meetings, video conferences, and teleconferences as required by the TO;

  • Coordinate with SMEs, local command, and external agencies, as required, to develop and brief project plans;

  • Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support, as required;

  • Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI);

  • Consolidate monthly reports of all communication projects, as required by the TO.

  • Act as a liaison with the base level USAF personnel to support USAFCENT operational requirements;

  • Coordinate and process deployed base requirements, as required.

The contractor shall support the USAFCENT command and control radios and airfield systems. The contractor shall provide C2 system integration support to USAFCENT. Tasks include:

  • Coordinate with higher headquarters (HQ) staff to identify and resolve technology limitations and maintenance and depot issues and deliver reliable air navigational equipment to the Combined Forces Air Component Commander, Air Operations Center, and SWA theater bases;

  • Plan and implement systems upgrades to integrate emerging technologies throughout SWA, as directed;

  • Implement projects to improve the reliability and operational effectiveness of deployed tactical and commercial C2 systems;

  • Assist and monitor resources for C2 systems projects and submit recommendations for future requirements, as required;

  • Manage the Joint Radio Relay System network/architecture throughout the USAFCENT AOR;

  • Manage projects and new requirements to improve the reliability, logistics supportability, and operational effectiveness of support to deployed tactical radio, wireless, and Air Traffic Control and Landing Systems communications systems;

  • Coordinate with staff functions to obtain the necessary supplies, equipment, and personnel resources to rectify technical and sustainment problems in supported deployed units;

  • Provide analysis and recommend methods to improve equipment performance and maintenance procedures;

  • Coordinate radio communications system and network upgrades to integrate emerging technologies into deployed locations.

THEATER COMMAND, CONTROL, COMMUNICATIONS, AND COMPUTERS (C4) EXERCISE AND DELIBERATE PLANNING SUPPORT

The contractor shall provide planning support and perform the following functions:

  • Support all USAFCENT A6 exercise, contingency, and deliberate plans, as required;

  • Identify communications and information technology (IT) requirements from subordinate organizations and the HQ USAFCENT staff for exercise, contingency, and deliberate planning;

  • Analyze requirements and coordinate technical solutions with the HQ USAFCENT staff and outside agencies, as required;

  • Attend exercise and contingency planning conferences to support planning for the A6;

  • Develop and coordinate exercise and contingency planning documents;

  • Plan for and participate in exercise control cells;

  • Travel, as directed, to support USAFCENT C4 systems planning issues;

  • Develop exercise, contingency, and deliberate planning documents, as required, including Annex K and associated appendices for contingency and operational plans;

  • Staff coordination documents, briefings, and staff papers, as required.

PLANNING MANAGEMENT SUPPORT

The contractor shall provide planning management support and perform the following functions:

  • Analyze C4 systems manpower requirements at USAFCENT locations;

  • Assist subordinate units with preparing changes to the Deployment Requirements Manning Document (DRMD), coordinate DRMD changes at USAFCENT HQ and with appropriate external agencies, including the AEF Center;

  • Coordinate with USAFCENT bases, the AEF Center, HQ Air Combat Command (ACC), and other USAF commands on the identification of personnel to fill DRMD positions;

  • Assist with C4 systems functional management for USAFCENT and nine AF bases in CONUS;

  • Coordinate with the USAFCENT Joint Operation Planning and Execution System staff, the AEF Center, HQ ACC, other USAF commands, and joint transportation resources on inputs to the time phase force deployment data (TPFDD) required for supporting the continuing rotation and deployment of personnel to SWA;

  • Provide inputs to the TPFDD and Time Phased Force Deployment List to schedule movements of C4 systems personnel;

  • Provide inputs to the DRMD, as required;

  • Provide staff coordination documents, briefings, and staff papers, as required.

COMMUNICATIONS AND PROJECT PLANNING

The contractor shall manage, supervise, and perform communication systems planning and implementation activities, as defined in individual TOs. Level of support can be theater-wide or at squadron level. Tasks include:

  • Provide continuity for deployed USAF personnel and act as a liaison with the base-level

USAF personnel to support USAFCENT operational requirements on projects and serve as a focal point for all communication systems planning;

  • Direct and lead planning meetings, video conferences, and teleconferences, as required by the TO;

  • Coordinate with SMEs, local command, and external agencies, as required, to develop and brief project plans;

  • Manage implementation of communication systems projects;

  • Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other aspects, as required;

  • Coordinate engineering data through the base CSI to ensure communications systems architecture, configuration, and integration conformity;

  • Consolidate monthly reports of all communication projects, as required by the TO;

  • Coordinate and process deployed base/command-level requirements;

  • Track requirements throughout the life-cycle to include gathering, collecting, and archiving requirements;

  • Input requirement into the Government-provided database.

WORKING ENVIRONMENT:

Office Environment in a climate-controlled environment

PHYSICAL ACTIVITIES:

Should be able to lift 50 pounds

Qualifications

MINIMUM QUALIFICATIONS:

Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

PMP Certifications or similar work experience.

SPECIALIZED EXPERIENCE

Minimum of 5 years of experience with the following:

  • Managing, supervising, and coordinating military communication systems

  • Planning and implementing activities

  • Managing communication architecture, configuration, and integration conformity

  • Working and communicating with military officers

  • Must possess excellent interpersonal skills
